Santa Clara Valley Water District

Patrick Kwok is the 2012 Vice Chair of the Board of Directors. Patrick began his service to the Santa Clara Valley Water District Board in 2007, when the Board of Directors appointed him as the Director of District 5.

In 2008, voters elected Patrick to the Board as the representative for District 5, now serving the cities of Cupertino and Saratoga, as well as parts of Sunnyvale, Santa Clara and West San Jose. Prior to serving on the Board of Directors, Patrick was elected to the Cupertino City Council in 2001 and was re-elected in 2005. He was elected by the council as Mayor in 2005 and served as Vice Mayor in 2004 and 2007.

In addition to his elected office, Patrick has also served on numerous environmental-related boards and committees that include the California Water Environment Association,

Bay Area Air Quality Management District, Santa Clara Recycling and Waste Reduction Committee, Santa Clara Valley Water Commission, Environmental Advisory Committee, and the Guadalupe/West Valley and Lower Peninsula Flood Protection and Watershed Advisory Committees. Patrick also served on the League of California Cities, Asian American Community Involvement, and Chinese Historical and Cultural Project Boards.

Patrick is a registered civil engineer and a Diplomat of the American Academy of Environmental Engineers with over 40 years of water resources and environmental engineering experience. He earned a Masters degree in civil/environmental engineering from San Jose State University and a Masters degree in Public Administration from Hayward State University. Patrick and his wife Susan, a registered nurse, have six children and fourteen grandchildren. They have resided in Saratoga and Cupertino for over thirty years, and in the bay area for almost 44 years. His family came from Hong Kong in 1967, and Patrick became a United States citizen in 1972.
